Top Surfer You need to be a member to send solo ads with TopSurfer. They cost $65 for free members and $60 for paid/wholesale members. If you are going to place 2 solo ads a month you may as well be a wholesale member for $10 a month as you save $5 per ad. Fairly well known as a consistent source of traffic and signups. I have gotten 1000 hits consistently from these solo ads.
This list includes services I've personally used to generate sign-ups.
